The Programme builds on the achievements and experiences of
Basic and Primary Education Programme II. Its policy framework is based on the Tenth Plan (PRSP,
the MTEF, LSGA 1999, and the 7th amendment of the Education Act.
EFA 2004-2009 draws from the goals of the Dakar Framework
of Action as reflected by the following six programme components:
