SECONDARY EDUCATION SUPPORT PROGRAMME (2003-2007)
The Secondary Education Support Programme (SESP) has been developed jointly by His Majesty's Government in Nepal (HMG), The Asian Development Bank (ADB) and Danida.

SESP is based upon a number of earlier documents including recent policy documents prepared for the 10th Five Year Plan and Medium Term Expenditure Framework (MTEF), government legislation including the Education Act (7th Amendment) (2002) and Local Self-Governance Act (1999), the Danida Feasibility Study (2001) and the Secondary Education Development Plan (2001). The preparation of these analyses involved high levels of participation by stakeholders at all levels.

SESP has three main objectives:
  • To improve the quality and relevance of public secondary schooling
  • To improve access to public secondary schooling, with a particular emphasis on girls, students with disabilities and students from poor and disadvantaged groups and districts
  • To develop the institutional capacity and management of central and district education institutions and public secondary schools based upon a decentralised system of planning and management.
